Exchange 2010 -New Database creation

I created a new Mailbox Database of 200gb - Mounted the Database activated passive and DR copy .Current state Mounted and all three copies Healthy .

I also validated on all the Mailbox servers they have exact same security permission as other existing database .

Now i moved my account which was working with all know features of Ex 2010 . I tested Active Sync ;OWA all these worked like a charm . But when i tried to configure my account on BB it gives me error "Server not available "

I checked the security permission on existing account which is working on BES and mine looks like my account dosent have BESADMIN account in manage full permission tab .

DO i have to run -Get-MailboxDatabase | Add-ADPermission -User “USERNAME” -AccessRights ExtendedRight -ExtendedRights Receive-As,Send-As

if yes why is it required whenever i add a new database .
