"Operation failed" when forwarding from public folder

Exchange 2010 with SP1 and Outlook 2003 /2007 clients

There is a 200GB public folder database. Emails with attachments within the public folder cannot be forwarded in Outlook 2003/2007 by anyone, not even domain admin. The error is "Operation failed". You can forward an email that does not have an attachment, just those with attachments are causing the problem.

So far I have done the following:

-Permissions were recursively set on all public folders to give all users the "owner" permission. (using the Public Folder Management Console -> Manage Settings -> Update Client Permissions Wizard)

-Storage restrictions were set to unlimited for the public folder database

Interesting notes:

-Nothing related to the error is logged in the workstation or server eventvwr

-you can forward all public folder emails via the OWA interface no problem at all. Only Outlook is giving the "Operation failed" error (Outlook 2003 and 2007 were tested)

-The public folder was initially populated by moving in the content of archived PSTs in 20GB blocks. Interestingly, it is only this imported email that is giving the error. If I drag a fresh email with attachment from an inbox into the public folder, everyone can forward it. (but recursive "owner" permissions were set after the import so this should have fixed any permissions issues).

Would anyone have any suggestions?
