Exchange 2010 - Room Moderation Problems Solved (?)

I've been struggling with the Resource Booking Attendant and Moderation configuration for the past day or two, and hadn't made any headway. The symptom was that with the configuration below, room bookings were still being accepted automatically, without being forwarded to the Resource Delegate.

Our environment is Exchange 2010 sp1 (not affected by this problem - kb/2589233)

Set-CalendarProcessing "Moderatedroom"
-AllBookInPolicy $false
-AutomateProcessing "AutoAccept"
-AllRequestInPolicy $True
-AllRequestOutOfPolicy $True
-ForwardRequestsToDelegates $True
-ResourceDelegates "DelegateIdentifier"

Strangely, If you changed -AllRequestOutofPolicy to $false and then made an In Policy booking, the Delegate would actually receive a Request email to Accept or Decline the booking. But the new problem is that the email arrivedtotally empty, as a result, the booking couldn't be accepted or declined.

I found a blog posting which then stated that you needed to grant the Delegate access to the mailbox - so I set "FullAccess": and Eureka! Everything works the way it should.

The question is this:
1. Can someone please confirm that in order to set a Delegate to moderate a Room, they must have an Editing-level or greater access to the Room's Mailbox, or just its Calendar?

2. To Reply from the room, does "Send-As" or "Send-on-Behalf" access need to be applied too?

3. Microsoft: If the above is true, why is there no documentation on this?!?
