Active manager question

Hi, 

We have 3 sites

1) europe

2) USA

3) Asia

We lost our link to asia and the exchange DAG cluster seemed to get confused and dropped the service to European users. The active server manager is on the US exchange server so could still see both europe and asia. Europe is our most crucial site so would it help if we moved the active server manager role to the european exchange server? (the link to asia can flakey and is a small site in comaprison to europe)
