InboxRule /Managed folder : Rights issue

Hi,

I have issues when creating an inbox rule

Le dossier de test-exchange:\Managed Folders\Test-Folder n'appartient pas à domain.local/OU/user1. Vous ne pouvez
 pas le déplacer.
    + CategoryInfo          : InvalidOperation: (:) [New-InboxRule], LocalizedException
    + FullyQualifiedErrorId : CAD67CDC,Microsoft.Exchange.Management.RecipientTasks.NewInboxRule

It is in french: The user1 does not belongs to test-exchange:\Managed Folders\Test-Folder. You cannot move it .

I am connected as to exchange server as user1 (admin). I'm trying to create a rule to the mailbox "test-exchange".

Any suggestions?
