Deleted items recovery: unable to open Discovery Search mailbox

Hi All,

I'm unable to test single item restoration due to what seems to be missing pieces. The environment is as follows:

Windows Server 2008 R2 AD
Exchange 2010 SP1 Standard
75 users with Outlook 2003/2007/2010

I'm following the restore deleted item instructions in the following articles, but I'm not seeing what's mentioned:

Observations:

1. Ran: Search-Mailbox "Administrator" -SearchQuery "test email" -TargetMailbox "Discovery Search Mailbox" -TargetFolder "recovered_items"

2. Logged into OWA using IE as administrator but was unable to open "Discovery Search Mailbox" as the other mailbox, the error noted is "No Match Found." Typing the intial characters does not list any matches.

3. In OWA, browsed to: Options >> See all options >> Manage My Organization, noted that there is no "Reporting" link on the left hand side of ECP

4. "Administrator" is a member of the following groups:
Administrators
Discovery Management
Domain Admins
Domain Users
Enterprise Admins
Group Policy Create Owners
Import-Export Mailbox
Mobile Users
Organization Management
Schema Admins

5. Not sure if this matters:
Get-Mailbox -Arbitration | fl name
Name : SystemMailbox{1f05a927-afb0-4c1b-958f-6be0b8205ab4}
Name : SystemMailbox{e0dc1c29-89c3-4034-b678-e6c29d823ed9}

I also tried creating another discovery mailbox but was unable to open it as well. What gives?
