email address policy help

Hi all,

Exchange 2010 SP1

We have priority 1 email address policy with primary xyz.com and secondary abc.com to apply to everyboday. Now, we have one OU which applies an email address policy with primary xyz.com and secondary efg.com. 

But, users with this OU still get priority email address policy; not the email address policy that apply on their OU.

Can this be done?
